Why do people let their dogs poop and pee everywhere?

Moved from east coast (MA) where we have a lot of dog lovers and owners who walk dogs in hot or freezing code weather. Difference there was that I didn’t see as many people walking their dogs and letting them poop and pee everywhere. Here I’ve seen people just walk their dogs and let them pee in front of businesses, outdoor seating areas where people are eating. I sat at a bench in the park in Portland and saw over 10 dogs peeing and pooping in the hour. Same place where kids are playing and people picnicking. It’s really disgusting but apparently everyone around here seems to think it’s normal?!
