Need help with import clearance delay

I received a package from overseas and the status shows "Clearance delay - ImportShipment requires the importer's registration/identification number for clearance. (Examples include EIN, SSN, VAT, GST, RFC, RUT, RUC, NIT, CUIT, RIF, etc.)"

I called fedex and they said they will email me a docusign to sign but have not received it after waiting 24 hrs. They said that customs will provide the email and I have called multiple times and they will forward the request to the fedex agent who is handling this to send me the docusign almost each time I call. I even asked to send me the docusign while I was on the phone with them and they said it is not possible.

Any insight / recommendations on this?
