PC not booting on first attempt but second attempt it boots up.

Everytime i open up my pc it doesn't boot on first attempt. So what i always do is when it doesn't post on first attempt i force shutdown my pc then open it again on 2nd attempt it post.

I already reseat my ram changed from B2 to A2 slot. reseat my m.2, disabled fast boot on bios and windows, already reset my bios thru sticking my screw driver to 2 pin connector. I haven't tried taking off the cmos battery yet and updated my bios.
