Laws for application of organic herbicide needed!!

My company is asking me and my fellow coworkers to apply AXXE to clients properties. None of us have an applicators license and as I understand you need one! They keep insisting that I don’t because it’s organic. Can anybody help me find laws and regulations on this product that I can send them? I’m getting lost in the weeds (no pun intended) in some of these government websites
