Grocery store employees/managers: does this sound like a management reshuffle that still hasn’t been finalized?

I work for a grocery chain and our front-end management situation has been weird since February/March 2026. I’m curious what people who have worked in grocery/retail management think is happening.
In February, our district manager visited. Then around mid-March, a **second assistant customer service manager** was placed at our store. We normally only have one. I was originally told his assignment was around **90 days**, but it’s now August and he’s still there, roughly five months later. I’ve since been specifically told that he is **temporary** and is basically waiting until another position/store opens up. Our store director has also confirmed that having two assistant managers at our particular store is unusual.
At the same time, the future of our current **Customer Service Manager (the department manager above the assistants)** seems unresolved. She is still working, so I’m NOT claiming she has been fired or is definitely leaving. However, there have been frequent higher-management/HR visits, including meetings in June/July, and I’ve been told the increased higher-up presence is real. She has also taken quite a bit of vacation time this year, including about a week in July. I recently confirmed that this is vacation/PTO and **not FMLA or medical leave**.
Another unusual part is that a former assistant manager from our store, who was promoted to Customer Service Manager at a store in **another district**, has been coming back to our store occasionally since March. I’ve been told normal support/training generally stays within the district, which makes the cross-district visits interesting. I was also told she had been brought in in connection with a **possible opening**, although nothing has been announced.
Our regular assistant manager has also been handling the schedule since around late June, and she has said there is a “reshuffle” happening but that she personally isn’t leaving.
What really confuses me is how management answers questions. When I asked whether the former assistant manager/current CSM from the other district could eventually return to our store, I basically got **“I don’t know.”** But when other possibilities have come up that management apparently knows are false, I’ve gotten a direct **“no.”**
As of **August 12**, there still hasn’t been an announcement and the unusual setup is continuing.
For people who have worked in grocery chains or retail management:
Is it normal for a supposedly \~90-day temporary manager assignment to continue for 5+ months while a restructuring is unresolved?
What are the most likely reasons a store would keep an unusual second assistant manager this long?
How significant is it when a manager from another district repeatedly comes back to help a store where she previously worked?
Could that person realistically be getting considered for a future opening, or could the visits just be ordinary coverage/training?
Does a vague “I don’t know” usually mean management genuinely doesn’t know, can’t disclose something yet, or is avoiding feeding rumors?
Based on this timeline, what are the realistic possible outcomes for the current department manager, the temporary second assistant manager, and the visiting manager?
**How long do situations like this normally take to finally get resolved?** Since this has effectively been going on since February/March and it’s now mid-August, would you expect an announcement/change soon?
I’m not trying to spread rumors at work or claim I know someone is leaving. I’m mainly trying to understand what this pattern usually means from people who have actually seen management transitions happen in retail.
