Anyone else reeealllyyy struggling with the new illuminate faction on higher difficulties?

I had a full stacked squad and we had an evacuate citizens mission, even with all of us there they just- kept coming. Not even giving us a moment to let the civilians actually move. Are we just bad or are others having problems?
