How to add locations in Google Ads - Multiple Stores - Different Businesses In Business Profile

We want to add location extensions in google ads for our client, they have 100+ locations, however, in the Google Business Profile, we also have other clients that aren't relative to them, so we can't upload all to import.

We are manager (not owner) on 96% of them so when I try to group them it fails.

Since the campaigns on Google are set by store, I want to ideally set a location extension from that specific stores Google Profile.
