Jaffna University Engineering

Hi,
How is Jaffna University Engineering? Asking for a student from central province who is Sinhala and doesn't know any Tamil
Is it hard to make friends? How is the culture inside the university? Would there be ragging?

Also , once the uni start, when do you get to select which engineering field to go to?
