Pc blue troubleshoot startup screen

Please help me fix my pc, I am getting the blue startup screen, anything I do just instantly turns the pc off and it goes back to the blue startup screen. All I did was turn off my pc from the desktop menu, then turned it back on. When it turned on it started sending me to this screen. Its like 3 weeks old. Im here at the boot menu and it says "asrock" if that helps. I am weary of asking Google to help because the AI thing has told me to do things to my computer that I know are not what I want.
