Merc coins and engineering query

Do I have to buy a cargo rack with Merc coins to enable the Merc coin engineering? , can’t I engineer normal cargo racks using Merc coins? If the answer is what I think it is why am I limited to 1000 Merc coins per week? When the modules are 550 Merc coins each?
