How to get a stationary car towed?

Hi, first time poster here. A random car has been parked outside my house (in L6R) for more than three weeks now. No idea whose it is, it was there one day and has remained since. Our street has a lot of cars parked on the road so initially figured it was a neighbour’s car or one of their tenants or something. After a week, I got in touch with 311, who said my issue is not a priority because the vehicle is not blocking a fire route. After two weeks, I emailed my councillors. Someone from their team escalated it and a parking enforcement officer came and issued a ticket the next day. The ticket was gone the day after, don’t know who did that. Now it’s the third week and the car is still there.

It’s not a huge inconvenience and by now I’ve gotten used to it. I just followed up (for the second time) with the councillor’s assistant. The main reason I want the car to no longer be there is that my father in law has to park further away from our house when he comes to visit, and he’s got bad knees.

Any ideas?
