Soaking starch

Apparently Sta-Flo is no longer made.

I like to starch my whole piece of fabric before ironing. Any recs for a good soaking starch (rather than spray starch?)

Any cheap DIY options?
Can I water down Elmer’s glue? (I have a gallon it’d be nice to use!)
