I can't collaborate on IG

Recently, whenever I try to collaborate with certain accounts, Instagram doesn’t send them a collaboration invitation. Instead, it only tags them. I don’t have this problem with any other accounts. After some time, usually around a day, the collaboration feature starts working again with the account I couldn’t collaborate with. This has happened with two different accounts so far. What could be causing this issue with my account?
