Wuyang's new item.
I'm not sure if this item is working as intended. I know they added this item to make Wuyang viable again and give him more survivability after the changes to how Streamline works.
I tried this item, and I found out that the Restorative Stream passive only applies while Rushing Torrent is active. Literally, after Rushing Torrent ends, the passive doesn't linger as it should. This makes the item not really worth picking since Rushing Torrent only lasts for 3.5 seconds.
It would probably only be viable if you have the Flow State power, which increases the duration of Rushing Torrent.
Overall, I don't think this is intended to work this way, especially since they made this item to help Wuyang survive like before, with this item being an option for that.
