Rebuilding razed minor faction village not possible?

Has anyone else encountered not being able to rebuild a razed minor faction village as Lords? I know you should be able to build a Lord's Estate on top of it, but that doesn't seem to be possible in my case. I added to this bug report https://community.amplitude-studios.com/amplitude-studios/endless-legend-2/bugs/4663-cannot-rebuild-sacked-villages-in-territories-attached-to-city?page=1 and provided a screenshot as well as the diagnostics .zip but I was wondering if anyone else noticed this.
