How to kill a terribly placed siberian elm

A previous owner of my house saw a very sunny spot in the yard and said "I'd love a siberian elm tree right here!"

Which I get. Good intentions.

But it's directly underneath the powerlines and about three feet from our lovely poured slab concrete deck. It's very young - right now the main trunk is ~2" in diameter. I've been cutting off the branches as it grows to make various little projects but I know it needs to be fully removed/killed.
