Found Tech Question.

Just coming back to the game after a break. Does character level or tech level influence found tech in settlements? My last go around, I was finding electric furnaces and their advanced versions in high-level areas, but this time, I'm just finding the charcoal ones. I was level 50 before, with maxed tech level. Right now, I'm level 27 with 10 tech level.
