How is a branch of sorcery created?

Just how is sorcery created? From what we've seen, sorcery has almost always only been created by those of the divine or above rank, for example, names, runes, miracles, and weaving. Then, can we assume that sorcery is created when a high gods infuse their Will into reality to create a backdoor for beings other than them to bend the world to their whims? Then, by adding more and more restrictions and rules to them, the potency and overall potential of the sorcery increases, as per the rule of equivalent exchange.

Also, can we consider spell tech as also a form of sorcery?
