Dual citizen trying to apply in Australian schools

Hi! I am a dual citizen here in the Philippines. I come from a province so I didn't take IB 🫩 Im really worried about applying since I fit into the domestic students since I have AU citizenship. But my education is overseas. I really want to apply for medical courses how does applying work heh... if someone could give advise it would really help!
