Another Day, Another Thought. This time IT and power. (Up to S3E6)

I know this has been discussed a bit but I am unsure how much and did not see a direct post on cursory search of the reddit. I was thinking on the fact that all silo ITs have a line running out of the silo that we have been told provides power in the instance of power failure in the silo. I don't believe this is a lie as we have evidence from Silo 17 that power in IT is maintained.
My thought is: I think this redundancy indicates that Silo 1 is not actually a silo at all but rather HQ/Mission Control from the outside (potentially normal, alive) world and human controlled location. Whether we buy that the silos have been running 300+ years or not, evidence indicates they have likely been running for a minimum of 50 based on memories. Further, the generator in our silo had significant wear and tear that seems unlikely to be purposefully built or to have occurred to that extent in under 50 years. Despite this, Silo 1 is able to supply power to itself and all other Silo's IT departments. And this redundancy is principled on the idea that Silo is highly unlikely to face power system breakdown or rebellion of its own.
Even if it is a "management" silo, this would not make rebellion less likely necessarily over a long course of years. Further, even the most dependable and long term power sources would require maintainence fairly frequently, thus requiring actual manpower (barring the existence of highly self-sufficient nanite technology that we haven't really seen any indication to be fitting the story). These make me think that "Silo 1" is able to do this because it is getting power from the general grid or a maintained power plant in the "real" world and that the Algorithm is run by the head honchos in HQ in the real world who go home at night therefore, no rebellion issues.
