Camera Bag: Wildlife Lens

Hi! Any tips on camera bag ideas for traveling across the world with camera/wildlife lens. Needs to be carry on friendly (21"x16"x9" max), and protective because there will be a lot of rough car rides. Looking into pelican cases but they are super pricey and often not tall enough for the diameter of my 180-600mm. Thanks!
