Do cutscenes in Mario Sunshine NSO look worse than OG GCN?

Even using the CRT Filter I am noticing weird artifacts in the image, I have no proof but I have a theory that maybe the reason they took so long to release it on NSO is because they were doing some tinkering to the game file to lower its size, just like how they removed the Pikmin video from Luigi's Mansion. Am I onto something or is it just my eyes deceiving me from how I remember it?

I wish someone smarter than me on this topic would make a video about this already.
