is there a thing as in reversed sunny 16 but for shutter speed?

forgive me if this is a dumb question, recently got into film photography. After some research id say i understand the sunny 16 rule and is trying to get into manual photography. Now im wondering if there is a opposite version of sunny 16 thats for shutter speed.
