If the Phillies don’t make the playoffs this year do they make any changes in the offseason?

I mean I’m not sure they actually can based on current roster construction. Probably a new manager. Maybe a RH power bat (5th time the charm?) Bullpen help AGAIN. Anyone think there could be a major shakeup? They are probably past their prime and lots of younger teams seem to have passed them by
