Offer Negotiation?

I received an offer for an L6 ops role this week for a site on the east coast. I would be an external hire and the offer was about a little under the halfway point in the pay range posted and lower than what I am hoping for.

When I submitted a counteroffer to the recruiter I was told my offer was already at the highest they could offer. Is this normal? No room to negotiate at all for an offer in bottom half of the pay range?
