Is it possible to go to a domestic violence ashelter without opening a court case?

Hi, so a friend of mine's father kicked her, all her siblings and her mother out of the house without warning and she doesn't have anywhere to go.

If she goes to the domestic violence or homeless shelter, would Appoġġ start a court case against her father automatically? She fears there will be violent retaliation if it happens. Can she go to a shelter without this happening?
