Need help figuring out if I should take a fear or ASI

Hello! I'm playing a chronomancy wizard and we are level 3, almost 4. My current INT is 16. I was planning on taking an ASI to 18 but we just met a vendor where I bought a Helm of Intellect setting my INT to 19. So, would it be worth it to take the ASI at 4/8 to get to 20 or should I just stick with 19 and take feats instead.
