Is it possible to tattoo over blackout? And if I wanted a mostly red design over a blackout space, are there any artists in the northern NJ, or southern NY area that specialize in this?

I have a full black ink only sleeve on my left arm. I love my bicep, inner bicep, elbow area and inner forearm but I do not like my outer forearm. I explored the idea of lasering it but now I have an idea where I want to black out the area as some sort of portal or picture frame and then put a bold color design in it. I see red and black tattoos all the time and the posts make it sound like they tattoo the color over the black ink. Is this possible? And if so, does anybody know any artists that specialize in this in the northern NJ, southern NY area? I don’t typically go to the city but I will if needed for this specific tattoo. Any help would be appreciated!
