Is my VR&E counselor giving me wrong information?

I requested a laptop, tablet, ergonomic desk, and chair through VR&E. My counselor says either the school has to show the items are required for all students, or I need a VA medical referral because of my disabilities—and she says that referral is impossible to complete this semester.

But 38 CFR §21.212 seems to allow supplies that aren’t specifically required by the school if they’re necessary for the rehabilitation program or not having them would put me at a disadvantage.

Am I reading this wrong?
