What's going on with TV license declarations?

Every time I've declared that my household doesn't need one, we're told we won't be contacted again for two years, only for that to be repeatedly proven a lie and begin receiving letters and emails saying that our declaration is about to expire every single year. Has anybody actually had luck stopping these increasingly harassing communiqué?
