I got IGM positive for both Type 1 and type 2, but blood pcr is negative

Question?

I didn't had sex but got a oral from a colleague around 3 months back. I did a complete body test 2 months ago where i got HSV type 1 and 2 IGM positive and IGG negative. IGM value above 3.5. I also did a blood PCR and it came out as negative. I had few blisters but doctor ruled out that those are not herpes blister. Slightly confused now, because small red rashes are appearing on penis, not blisters. And recent test shows HSV IGM 3.5 for both type and type. And blood pcr is negative again. Doctor is saying he will prescribe anti virus only if he see a blister.

I am worried if it is a false negative because i dont want to risk anything right now. Should i move to another doctor or should i wait until a blister appears
