My brother signed up for a course, downloaded it and requested a refund. Should I be contacting a lawyer? England

I am so sorry if this is silly, but i am freaking out.

My brother paid £65 for the first month of a 4 months course subscription.

He then downloaded the course in full( its some art course) and requested a refund and cancellation.

The website allows cancellation and refund within 30 days but doesn't say anything about downloading.

He downloaded it using a browser extension as the site itself doesn't allow it.

I told him to delete all the videos he downloaded.

However I discovered that he has done this 3 times now for similar price classes.

I am not too sure what to do, I am his legal guardian (he is 18) and we do not have any proper adults to assist.
