Is puberty over for me?

M17 and I basically got all my hair and voice stuff settled but I’m noticeably less hairy than other ppl and I also noticed some hair growing on my belly button a lil not much but kind of wisps. Is puberty over? Also i feel super dumb and lowk less mature than ppl my age.
