Considering C1…is it a good investment with Arle’s new team?

I pulled Arle a while ago, and almost got her weapon or C1 last time she ran, only to decide against it since she was slowly loosing relevance in the meta (I don’t fully follow meta, but I pay attention to it because I like to clear endgame content and have too much skill issue to do any combos that could uplift older characters).

I never pulled Citlali so her melt team wasn’t really an option, and I’ve just running her in Emilie burning or vape with Xingqiu. But now, with her hex team, I’m wondering if her C1 is worth it? I could use some guidance!! Is it hard to use without a shield? Are the rotations difficult on mobile? Is it worth it if my Mona is only C2 and not C4?

I’m also planning on getting a few Snezhnaya characters (just got Odette, might pull Vodyanista for Skirk, Tsaritsa, eventually Noy), so if pulling Arle C1 is really not a great idea, I get it. Any input is appreciated!
