NJ - ESA removed after neighbor complaint, now denied lease termination + given mismatched lease copy. What are my options?

I had an emotional support animal (documented, for anxiety/PTSD). A neighbor complained and called the police on me over the dog, and my leasing office pressured me to get rid of it. I don’t believe they went through a proper reasonable accommodation process before doing this.

Since then I’ve had worsening anxiety, PTSD symptoms, and insomnia from feeling unsafe in my building. I asked my leasing office about ending my lease early (4 months left on the term). They denied it, citing a clause in the lease that says early termination is entirely at their discretion — no set formula for the fee, and they don’t have to approve it even with notice and payment.

Separately, when they sent me a copy of my lease recently, it doesn’t match the copy I originally signed.

I’ve already:

**•**	Filed a complaint with HUD
**•**	Filed a complaint with the NJ Division on Civil Rights (DCR)
**•**	Been trying to reach legal aid/attorneys, but I don’t qualify for free legal aid by income and have been having trouble getting anyone on the phone

Questions:

**1.**	Has anyone dealt with a lease’s “discretionary” early termination clause like this — is it actually enforceable if they just say no?
**2.**	Any experience with DCR/HUD ESA housing discrimination complaints — how long did resolution actually take?
**3.**	Should I prioritize finding a private attorney willing to take this on contingency, or let the DCR process run its course first?
**4.**	If I end up just finishing out the lease term instead of pushing for early termination, does that hurt any discrimination claim, or are they separate issues?

Any insight from people who’ve been through something similar would help. Thanks.
