What makes a minor criminal into a criminal

I'm currently intoxication on a lot of unknown substances asides from alcohol and I'm wondering... I like listening to reddit stories and there are these reddit stories of predators who want nothing to do with minors. sometimes things dont go how theyre supposed to, u sit on a swing looking back on ur life and a buncha minors come to play asking how high u can go on the swing, the sexual predator has commited no offence yet but what do u do as a pradator when children are harmlessly asking to play with u, the predator doesn't not partake in any slightest bit of innapropriate acts but children are innocent and will ask anyone to play with them
Is the pradator in the wrong already not having done anything wrong, they where just chilling gathering their thought when young children wanted to play with them, There re so many difficult sudden situations that pop up in life and how should people legally act when accidentaly stumbling into on of those situations, is the registered predator supposed to leave and find a new spot to chill or are they fine where they are as long as they're not bothering anyone?
Basically my question is if predators should leave any area that has minors anywhere closeby and find new locations just to chill and hang out even if they where never doing anything wrong. Should predators fear for their lives and stay as far away from the public eye no matter how big or minor their conviction entails?
