how can i get a pct position

so i currently have my cna liscence and next month im going to get my ma liscence then go to take my prereqs for nursing. my problem is ive applied to both hospitals in my city like 10 times each and they dont ever get back to me so am i missing something? i have a good resume and a good cover letter so i dont know what im missing.
