Items added during a shop and deliver

So received the Offer Modification Fee Disclosure this morning before I could log into the Spark App, It raised a question for me.

2 days ago I had a customer add 7 items into the shop and deliver order while I was shopping. Why was I not given the proper Modification notice letting me know what the fee would've been updated to? I essentially just had to hope that the base pay fee had been adjusted enough to make it worth while. According to this disclosure they made me read today they were supposed to be giving me information that they did not.
