Might be a dumb question

How come in episode 8 Gambit was still Gambit but influenced by Apocalypse, I think ? But in the finale he becomes fully controlled. I’m just trying to understand Apocalypse plan because why wouldn’t he take full control earlier and keep the gem for himself and kill the x men?
