Surplus Combat Bags

If I’m getting maxed out on combat bags, is it best to just use them up, keep the gear I extract with then save or sell it, then just use another combat bag? I have enough where new ones are starting to go to mail.

Also, games like ark raider have free kits if your running low on gear. Do combat bags fulfill this purpose essentially?
