The recent ProPublica report detailing how a $533 million taxpayer-funded General Dynamics plant in Mesquite, Texas failed to produce a single usable 155mm shell isn’t just an isolated procurement scandal. It exposes a fatal flaw in Western defense industrial strategy.

Here is the breakdown of why this keeps happening:

1. The “Surge Capacity” Fallacy

For-profit defense primes answer to Wall Street, not military planners. Maintaining idle factory space, redundant machinery, and surplus material (true surge capacity) creates non-revenue overhead that hurts quarterly margins. Shareholder-driven corporations actively strip out excess capacity to maximize profit.

2. The “AirLand Battle” Doctrinal Trap

Post-Cold War U.S. military doctrine assumed absolute air superiority. The strategy relied on stealth aircraft and precision-guided missiles (PGMs) to destroy enemy forces before ground troops engaged. Western planners implicitly assumed the era of massed, industrial-scale artillery attrition was over. Meanwhile, adversaries built force structures designed specifically around massed land artillery and dense integrated air defense.

3. The “Monopsony” Market Structure

Following the Pentagon’s 1993 “Last Supper” consolidation push, dozens of defense contractors merged into an oligopoly. Because the U.S. government is a monopsony (single buyer), these massive primes refuse to make long-term capital investments in heavy manufacturing without multi-decade guaranteed contracts. If priorities shift, that infrastructure becomes toxic debt on their balance sheets.

4. The Chemistry Bottleneck

Forging steel shell casings is only half the battle. The entire Western alliance faces an acute shortage of “energetics”, specifically nitrocellulose, TNT, and propellant charges. A massive portion of the global raw supply chain for cotton linter (used in nitrocellulose) flows through China. Without propellants, steel tubes are just expensive paperweights.

5. High-Tech vs. Raw Industrial Scale

Western policy circles routinely look to software-defined manufacturing, AI, and robotics as a silver bullet to outproduce state-directed industrial bases. Yet inside the Texas plant, unproven automated press systems imported from subcontractors broke down repeatedly under high-heat forging conditions. Software cannot override the physical requirements of heavy metallurgy and raw supply availability.

The Math:

The U.S. set a target of 100,000 155mm shells per month by late 2025. Current actual output sits around 36,000/month. Even if the Mesquite facility functioned perfectly at its intended 30,000/month capacity, total U.S. output would sit at +/- 66,000/month, well below target and a fraction of adversary production rates (estimated at 250k–350k/month).

This isn’t an issue of funding ($1+ Trillion military budget). It is a systemic clash between a market-driven, for-profit corporate structure and the physical realities of high-intensity industrial warfare.
