Are decoders unplayable below Allicorn?

My experience when playing as decoder or with decoder is really bad at least before reaching Griffin 2.

So when playing as decoder, my normal kiting time as a first kiter will be 50 second, if best something like 70 seconds. This is actually not bad for a decoder, but hunter always come for me first. Teammates really cannot be trusted, many fail to save before half or even get downed. If I was the second kiter, it’s hard to kite long against a hunter that has all skills open.

When playing with decoders, experiences are very bad. Many get insta down, and most only survive till cipher reaching 50-60%. Hence even with perfect rescue, perfect second kiter, it’s still a sweat tie and more likely a loss.

After Griffin 2, I met players that seem to play better and can guarantee better kites, can kite comfortably with decoders. So that’s my question, are decoders unplayable at lower ranks.
