2027 charging to 100%?

I've had my 2027 Bolt nearly 3 weeks. I've attempted to charge to 100% several times and it gets there, but it never actually stops via multiple chargers. Is that expected behavior? Did I not wait long enough? Something else? Thanks in advance!
