Superstar: Max level but not 99 OVR

In Madden 27, I'm paying a superstar career, and I've noticed that even at max level (120), my custom archetype doesn't actually allow me to spend all of my points (especially for core traits), so I don't end up at a 99 overall even though it said that would be my max potential. I'm confused. Thankfully, it's possible to respec, but I still feel like I'm missing something.
