Question regarding tarnished edition’s new content

I am aware that I will have to purchase the “dlc” for the new armor sets and torrent skins. Do we know if you gain them on all account instantly? I’m sure the torrent skins will work like that. But as far as the armor sets, if you can get them on the starting class do you think we’ll be able to buy them or find them as a drop in game on other accounts/playthroughs that don’t have them?
