Amex offer not working?

Anyone else encountered an issue with the Amex credit not posting?

I did everything "right" - added the offer to my account well in advance of purchasing, spent over $400 (bought Argus Oat w/ referral code, total was $408 after tax).

Charge processed on my card as "Bugaboo North ElSegundo CA" - so maybe this is registering as a physical location? But I did place the order online, and not in the state of CA, either. I used Apple Pay (maybe this was my mistake?).

Chatting with them has not helped - they first asked for 3-5 days to resolve, and when I followed up at that point I was told they needed 14 more days.
