What if game devs were the ones who developed "comfey" bots?

The so call "comfey" bots, Anonymous Trainer, and Trainer 1, 2, 3....8 are all bots according to people here.

What if they were developed by the game devs to speed up the matching algorithm? After all, they haven't been banned and I think that would be easier to do so. Maybe they are training an AI that can behave really like a human player, so the bots can be used in case no suitable player can be found via matching algorithm.
