WHAT IS THIS MOVIE!!!??? I HAVE BEEN SEARCHING FOR YEARS!!! SUSPENSE/HORROR IN NEW ENGLAND-ESQUE SETTING

Brief background: I have been a massive movie buff since childhood, with the ability to instantly recognize scenes, stills, quotes, etc. In my mind, I've seen just about everything noteworthy, and I have a good handle on most regularly-discussed films. An ancillary trait that comes with this background is being able to quickly identify a film I haven't seen via the internet (i.e. I see a scene, I can tell the era, I can identify the actors, and with one google search I can find the film). But... there is one movie that has eluded me for years...

When I was in middle school (think 2007-2009), I had a habit of falling asleep with the TV on. One night I fell asleep in my room with HBO/Showtime/some other movie channel on and I woke up watching a movie from the middle through the end. It is such a specifically quirky movie from my recollection that it has driven me absolutely crazy these last several years not being able to identify it. Here are the details I remember:

-A New England OR Pacific NW setting. Think pebble beaches, lighthouse, boats, marinas, etc.

-A finale involving a lighthouse (i think) and one of the characters (maybe female) tied up.

-Ending right before the credits where the main male character (relieved/saved) is riding in the back of a boat being operated by another male character

-TRAPS. I remember there being at least one scene and maybe multiple where the characters had to survive these kooky Saw-style traps someone had set. I think the lighthouse finale had something like this involving being tied to a chair and a chainsaw.

-80s film grain/aesthetic. There is no way this was a newer movie. It had all the hallmarks of a mid 1970's through mid 1990's movie.

-I also think this movie might have had comedy elements too???

PLEASE HELP. I am at my wit's end with this search.
