Hid headlight problem

so my sister bought this dodge dart not too long ago, the headlight was out but normally that a easy fix.

I looked at the lights and realized there “hid”, I have never seen them before but ended up learning about them

so I changed the bulb and that didn’t work, then I changed the ballast and it’s still not working.

its specifically only staying in when the key is on, once the car is fully on it flickers then turns completely off. the battery and alternator are also brand new as well

any thoughts?
