Why do some states not have a University of ____ system?

A lot of the states in the US have a “University of ____” system where multiple colleges in different cities share the same name and just add the city to the end of it (University of Wisconsin-Madison, University of Wisconsin-Oshkosh, University of Wisconsin-Milwaukee). Why do some states have this and some don’t?
